최근 이슈가 되고 있는 한국기업의 위기돌파와 이를 위한 신 성장동력 확보를 위해서는 인적자원개발에 관한 좀 더 거시적인 관점을 가지고 시대적 변화와 국제 정치, 경제, 사회 환경 분석을 통해 그 방향을 모색할 필요가 있다. 21세기 접어들어 세계는 과학기술의 놀라운 발전 속도의 증가, 기하급수적으로 폭증하는 정보량, 급속하게 변화하는 정치, 경제 환경, 인구 구조의 변화 등으로 우리에게 지난 산업사회와는 다른 차별화된 핵심역량을 요구한다. 즉, 갈수록 짧은 유통기한을 가지고 있는 지식이나 기술 보다는 근본적이고 핵심적인 능력의 육성이 필요하며 그 동안 선진 주요국이나 OECD 등 여러 국제기구에서는 이에 대한 다양한 인적자원개발 정책이나 연구들을 진행해왔다. 이러한 맥락에서 OECD PIAAC 연구는 OECD 참여국 만 16-65세의 성인들을 대상으로 진행하고 있는 성인 핵심역량 국제비교 연구이다. OECD PIAAC 조사는 국제비교 차원에서 한국의 성인들의 핵심역량 수준이 어떠한지를 파악하고 노동시장과 인적자원개발 시스템의 문제점이 무엇인지를 분석함으로써 신 성장 동력 확보를 위한 인적자원개발 전략을 탐색할 수 있는 중요한 연구 자료이다. 그러나 한국에 대한 OECD PIAAC 조사 분석이나 결과해석은 아직까지는 기초적인 분석수준이어서 좀 더 심층적인 연구를 필요로 한다. 따라서 본 연구는 OECD가 제시하고 있는 PIAAC 한국 연구결과를 비판적으로 검토하고 좀 더 심층적인 분석을 통해 현재 한국에서 신 성장 동력 확보를 위한 인적자원개발이 어떻게 방향으로 나아가야 하는지에 대하여 알아보고자 하였다.
Abstract
There is a growing concern for finding directions for future development through introducing new growth engines, which need to be examined from social, economic, and environmental perspectives on the macro level. In the 21st century, the world requires new types of key skills, brought about by the development of scientific techniques, information technology, and drastic changes in policies and demographic factors. In other words, it is necessary to improve key skills of all citizens in order to develop basic performance in the long-term, overcoming previous knowledge and old techniques. There have been a number of studies on these issues, which focused on human resources development in selected developed countries and in global organizations such as the OECD. The OCED PIAAC study, in particular, is one of the most standardized studies that examine adults’ key skills, labor markets, and human resource development systems from a global perspective, which allows for comparison. With the aim of understanding the current situation in key skills of Korean adults and comparing them with those in other developed countries, this study critically examined the data and results from OECD studies, including the PIAAC study. Based on the result, this study also suggested future directions for human resource development, aiming to bring the new growth engine to Korea.
