호주의 훈련 패키지 정책 사례연구: 우리나라 NCS 기반 직업교육에 대한 실천적 함의

본 연구는 NCS 기반 교육과정을 운영하고 있는 우리나라 전문대학 직업교육에 대한 실천적 함의를 도출하고자 호주의 훈련 패키지 정책 사례를 분석하였다. 연구문제는 훈련 패키지 모델에 나타난 호주 직업교육의 특성이 어떻게 변화해왔는지, 어떻게 직업교육내용의 질 확보, 직업교육 운영의 질 확보를 해왔는지, 세 가지로서, 이를 분석하기 위하여 본 연구는 호주 훈련 패키지 정책에 대한 사례연구를 하였다. 연구결과는 다음과 같았다. 첫째, 호주는 2012년 새로운 훈련 패키지 모델에서 평가요건을 명확하게 정의함으로써 교육과 자격의 연계성 높이고 미래 직업세계의 적응 능력을 키워주는 방향으로 개선하였다. 둘째, 역량의 개념을 변화하는 직업세계에 적응할 수 있는 능력으로 확장하여 재정의하고, 파운데이션 기술을 강조하고 통합적인 방식으로 교육하도록 개선하였다. 셋째, 교육과 평가의 일관성 확보를 위해 교육기관에 안내편을 제시하고, 직업교육기관 질 관리 표준을 통해 교육의 질을 향상시켰다. 이러한 연구결과를 기반으로, 본 연구는 우리나라 전문대학의 NCS 기반 교육과정에 대한 실천적 함의를 네 가지로 도출하였다. 첫째, 역량을 지식과 기술의 적용능력을 포함하여 좀 더 넓게 정의할 필요가 있다. 둘째, 직업교육에서 직업기초능력 또는 파운데이션 기술의 교육이 강조되고 통합되어야 한다. 셋째, 타당한 역량 평가방법에 대한 연구와 좋은 사례의 확산이 필요하다. 넷째, 교육기관의 자율적 교육 및 평가 역량에 대한 관심과 지원이 강화되어야 한다. 결론적으로 NCS 기반 교육이 산업체 현장에서 환영받는 교육이 되기 위해서는 NCS 자체가 산업체의 현재와 미래를 담아 개발되어야 하고, 교육기관은 학습자의 수준과 요구를 기반으로 역량을 성취시킬 수 있도록 교육역량을 강화해야 하며, 정부는 본질적으로 교육의 질에 관련된 기준들을 제시함으로써 전문대학 직업교육의 향상을 지원하는 역할을 담당해야 한다.
Abstract
The purpose of this case study was to analyse the policy of training packages in Australia which has reputation for coherent vocational education system in order to obtain for implications for NCS based education in Korea. The research questions are three related to characteristics of new training packages model, quality assurance mechanism for vocational education contents and implementation. The research findings were that Australia had made efforts to get the coherence of contents and implementation of VET by reconstructing training packages, to enhance the competency of VET graduates by concentrating underpinning knowledge and foundation skills, to give flexibility for VET stakeholder, and to improve the capability of assessors and teachers of VET. The findings drew the four implications of NCS-based education for college education in Korea as follows. Firstly, definition of competency should include knowledge, skills, application of knowledge and higher level cognitive skills. Secondly, key competencies or foundation skills should be emphasized in vocational education because those skills are related to adaptation in the changing society. Thirdly, valid assessment practices need to be more examined and underlined. Lastly, capability of program providers should be enhanced and supported highly.
