Abstract
Japan has recently been strengthening its ties with the region based on its historical ties and strategic interests in the Pacific Island Countries (PICs). The region's abundant fisheries and raw materials, the importance of its sea lanes, and its prominence in multilateral diplomacy have been key factors in Japan's expanding engagement. Despite these strategic interests, however, bilateral cooperation was fragmented due to low diplomatic priorities and a diversity of objectives and participating actors until the announcement of the FOIP vision. Nevertheless, the Japan-Pacific Islands Leaders Meeting (PALM) process, which began in 1997, provided a framework for economic cooperation, expanded channels of communication, and reduced tensions in many respects, including over nuclear issues, between Japan and the Pacific Islands Forum(PIF). The incorporation of the PIC into Japan's FOIP vision has strengthened its position in Japan's efforts to maintain a rules-based international order and counter China's growing influence, and security issues have begun to emerge on the agenda of PALM summits. In addition, Japan has strengthened cooperation with its closest allies and partners, the United States and Australia, as part of the Humanitarian Assistance and Disaster Relief in Oceania. As a major ODA donor, Japan has also strengthened maritime diplomacy and defense dialogue in the PIC region, and has been very active in providing humanitarian assistance and disaster relief, as well as maritime capacity building. Despite this growing multidimensional and strategic cooperation, Japan's ability to fundamentally counter China in the region remains an open question. In fact, the PICs are not concerned about major geopolitical initiatives and are rather careful not to antagonize any country. However, the 10th PALM Summit in 2024 could be a milestone in reversing this situation, amid speculation that an official Japanese PIC strategy could be announced there.
