Abstract
After the “Deregulation of University Act” was implemented in 1991, the distinction between major education and general education was abolished, and a “university-wide education system” was introduced, in which all university faculty participated in general education. I have considered the implications for general education at Korean universities through the process of its formation and development. I have considered what major changes have occurred in general education at universities since the major strengthening, and how the locus of responsibility for general education has changed in the midst of these changes. The University Council, which led the way towards university autonomy through the major strengthening of the Standards for the Establishment of Universities, hoped that major and liberal arts education would organically link up to make the most of the individuality of each university and respond to the changing times. However, in reality, Japanese universities have moved in the direction of further strengthening four-year undergraduate education centered on major education, and have ended up abolishing liberal arts education. After the dismantling of general education courses and liberal arts departments, the need to develop and strengthen the part of general education corresponding to the name “liberal arts education” has been raised. However, without sufficient discussion about what liberal arts are and how to implement liberal arts education, it is clear that a new and different system of liberal arts education was introduced to universities based on the “university-wide education system”. There seems to be a gap between the ideal of university-wide education, in which all university staff participate in education on an equal basis, and the reality. In order to discuss solutions to the problems facing Korean universities and alternatives, it is necessary to carefully examine the Japanese case.
