이 논문의 목적은 강원도 바이오산업의 발전과정을 통해서 나타나는 입지 특성과 발전 궤적을 성찰하는 데있다. 이를 위해서 2009년 이후 2018년까지 10년 동안 강원도의 바이오산업의 중장기 발전 계획과 그 결과를 대비시켜 분석하고자 한다. 그리고 이 산업의 미래 발전을 위한 진단 프레임워크를 제안하고자 한다. 강원도 바이오산업은 정량적인 측면에서 지역 산업 및 경제 발전에 긍정적인 기여를 해 왔다. 향후 강원도 바이오산업 발전을 위해서는입지 특성과 발전 궤적 간 정합성 확보가 필요하며, 이에 대하여 클러스터의 혁신자원, 생산자본, 지식자본과 사회⋅ 제도적 자본을 진단할 필요가 있다.
Abstract
The aim of this article is to explore locational characteristics and developmental trajectories of the bio-industry in Gangwon Province. For this aim, the regional performance of such industry is analyzed through the comparison of planning and quantitative outcome in between 2009 and 2018. In addition, a framework for the competitive diagnosis of the industry is suggested for further development of the bio-industry in Gangwon Province. The industry has contributed to the regional industrial and economic development since 1997. It is suggested that for the further development of the industry, a match of locational characteristics and developmental trajectories is achieved in the context of the diagnosis of innovation resource and capitals on production, knowledge and socio-institution.
