The characteristics of global economy including dark side of globalization and economic perspectives of adult education including manpower theory, human capital theory, social capital theory and others are summarized. Through reviewing supply and demand dimension of adult education, the government roles have been suggested. Government should play important roles in adult education such as provider, funder, facilitator, and coordinator for various stakeholders. A review of literature suggests several issues that government policy should address: funding for adult education, Ensuring a supply of high quality adult learning opportunity, providing equal access to adult education opportunities especially for the disadvantaged groups, and making demand/supply function work well in market place
