이 논문은 자동차 보험과 관련하여 자동차 사고 시 도덕적 해이에 의한 수리비 및 대차료 등 보험금 지급의 급증 문제를 해소하기위한 방안의 하나로 대물배상 지급 기준에 대한 개선안을 탐구한다. 현행 표준 약관상 자동차사고 피해자에게는 자동차 수리기간 중 다른 자동차를 대신 사용하는데 소요되는 비용인 대차료(렌트비)를 지급해주든지 아니면 대차하지 않을 경우에는 비대차료(교통비)를 지급하고 있다. 이 논문은 현행 대차료 관련 규정을 간단한 게임모형을 활용하여 비대차료를 인상함으로써 대차수요를 비대차수요로 전환시켜 효율성을 달성하고 보험자의 비용을 최소화할 수 있음을 보인다. 또한 이와 관련하여 금감원이 2011년 6월 시행한 비대차료 지급률 상향 조정의 효과를 통계수치로 분석한다.
Abstract
This paper explores the ways to improve car insurance payment system to address the problem of soaring insurance claims for car accidents due to moral hazard. The car accident victims are compensated rental costs or transportation costs (non-rental) during the repair time, depending on whether they rent cars or not. This paper analyzes the interaction between drivers and rental firms using a version of Stackelberg game model, and derives implications for the reimbursement amount for transportation costs and rental costs. In addition, this paper shows the effectiveness of the measure introduced by Financial Supervisory Service in June 2011, where FSS increased the reimbursement amount for transportation costs in car accidents.
