태권도 공적개발원조 발전방안: 르완다 사례를 중심으로

Abstract

The purpose of this study is to investigate the current status and problems of Taekwondo ODA through Rwandan Taekwondo ODA case and to find ways to solve it effectively. For this purpose, data were collected through Rwandan Taekwondo ODA related academic papers, reports, and press articles. Based on the interviews with participants and beneficiaries of Rwanda Taekwondo ODA project, Taekwondo ODA problems and development plan were suggested. The results are as follows. First, the Rwanda Taekwondo ODA project is meaningful in that it was the first Rwandan Taekwondo training center and it participated in Taekwondo International Convention (2015 World Taekwondo Hanmadang) for the first time. Through this, we confirmed the increase of Taekwondo students, the increase of Taekwondo class time, the increase of training time of Rwandan national training, the reduction of training cost, and the promotion and dissemination of Taekwondo. Second, the problems of Taekwondo ODA include difficulty in recognizing change, difficulty in establishing cooperation system, difficulty in maintaining sustainability of support, and economic difficulties of Taekwondo national players. Third, development strategies of Taekwondo ODA include conversion of awareness through active public relations, cooperative governance construction by responsibility and division of labor system, sustainable aid development, job placement and economic support of Taekwondo national players. This study will be meaningful that it can provide a guideline to Taekwondo volunteers who succeed in Taekwondo by presenting the problem solving process of Taekwondo ODA that can occur in developing countries. And it can convey the vivid voice of the field to the policy makers related to Taekwondo ODA.
