학생오케스트라의 운영 실태와 발전 방향에 대한 교육학적 고찰

본 연구에서는 학생오케스트라의 운영 실태를 점검하고 문제점을 파악하여 학생오케스트라의 방향성을 확립하고 개선안을 제시하였다. 전국 학생오케스트라 운영 현황과 서울 M중학교의 사례를 분석한 결과, 저소득층 학생 위주 선발에 따르는 학생들의 참여도 저조, 음악 강사의 열악한 처우, 지도교사의 업무 부담, 정책의 일관성과 실효성, 예산 편성의 지속성 부족으로 인한 문제점 등이 발견되었다. 현대사회의 물상화에 따른 청소년 범죄가 증가하는 상황에서 학생오케스트라는 심미안과 창의성, 인성 함양을 위한 도구로서 존재 가치가 있다. 앞으로 학생오케스트라는 자율적이고 상호협동적인 음악활동을 통한 인성 지도, 융합형 인재 양성, 클래식음악이 가진 자기조절능력을 향상시키는데 초점을 맞추고 발전해야 한다. 구체적 개선 방안으로는 첫째, 지역사회와 연계한 연주 기회·공간 확대 및 가정음악회 확산, 둘째, 정부와 민간을 통한 지속적인 예산 확보, 셋째, 음악전문가 인력풀(Pool) 도입과 강사 처우 개선, 음악 강사 교육 및 대학에 관련 교과목 개설, 넷째, 표준 운영모델, 학생 선발 기준 다양화, 청소년 흥미를 반영한 악곡 및 악기 편성 등을 제안하였다.
Abstract
This study examines performances and problems of school orchestras in Korea and suggests future directions with development plans. As a result of analyzing national operating data of school orchestras and a case of M middle school in Seoul, several problems were found: students’ hesitation in participation due to selection criteria preferring low-income family, poor working conditions for part-time instructors, a heavy workload on teachers, and a lack of consistency and feasibility in policies and persistency in financial support. The value of school orchestras lies on its functions to cultivate esthetic discernment, creativity and personality. It needs to further develop focusing on building character through nature-friendly music activities, nurturing creative talents and developing self-regulations by classical music. The study suggests specific development plans: first, concert opportunities and spaces through networking with local communities, and family concerts; second, consistent financial support from the government and the private; third, a talent pool and improving work conditions for instructors, training programs for teachers, opening related classes in universities; forth, establishing a standard model, diversifying student selection criteria, and including musical instruments and repertory reflecting students’ interests.
