인구소멸 위험지역의 문화예술교육 성과 분석: 2023 농어촌 ‘우리동네 예술학교’ 사업 참여 장학사 및 교사의 인터뷰를 중심으로

본 연구의 목적은 인구소멸 위험지역 청소년을 대상으로 운영한 문화예술교육의 성과를 분석하고 시사점을도출하는 것이다. 이에 농어촌 인구소멸 위험지역을 중심으로 지역과 연계하여 문화예술교육을 시행한 교육부사업 농어촌 ‘우리동네예술학교’ 사업에 대한 성과를 분석하였다. 대상 지역은 총 17개 교육지원청 지역으로충남교육청 산하 14개 교육지원청과 음성교육지원청, 봉화교육지원청, 가평교육지원청이며, 대상자는 현장교사, 장학사이다. 본 연구에 활용된 자료는 1차적으로 현장교사 대상으로 실시한 설문자료와 2차적으로 현장교사, 장학사 대상으로 실시한 전문가 심층 인터뷰 자료이다. 분석 결과, 해당 사업에 대한 전반적인 만족도는매우 높았음을 알 수 있었다. 다만 지역과 연계한 문화예술교육 프로그램을 운영하는데 어려움이 있었고, 본사업의 지속적인 운영 및 정착을 위하여 홍보, 체계적인 운영 및 관리 등의 개선 방안이 도출되었다. 또한, 지역 연계 문화예술교육의 활성화를 위하여 지역교육청의 지원, 지역 활성화 방안 등이 도출되었다. 본 연구를통해 문화예술교육이 지방소멸을 막고 인구소멸 위험지역이 더욱 활성화되기를 기대해 본다.
Abstract
The purpose of this study is to analyze the outcomes of culture and arts education programs targeted at adolescents in regions at risk of depopulation and to derive implications. To this end, the study analyzed the outcomes of the Ministry of Education's ‘Our Local Art School’ project, which implemented cultural and arts education in collaboration with local communities, focusing on rural and agricultural regions at risk of depopulation. The regions involved include 17 educational support areas: 14 under the Chungnam Office of Education, as well as Eumseong, Bonghwa, and Gapyeong educational support offices. The study’s participants included teachers and supervisors. The data utilized in this study were collected in two phases: firstly, survey data from teachers, and secondly, expert in-depth interview data from both teachers and supervisors. The analysis revealed a very high overall satisfaction with the project. However, difficulties were encountered in operating culturally and artistically integrated programs with the local communities. To ensure the continuous operation and establishment of the project, several improvements were suggested, including enhanced publicity, and more systematic operation and management. Additionally, to invigorate regional cultural and artistic education, support from regional education offices and strategies for regional revitalization were identified. This study hopes that culture and arts education will contribute to preventing local depopulation and further revitalizing regions at risk of depopulation.
