인구감소지역 기초문화재단의 문화예술교육 사례 연구

본 연구의 목적은 인구감소지역의 문화재단에서 제공하는 문화예술교육 프로그램을 분석하고, 실무자들과의 면담을 분석하여 교육의 기획․운영 방향, 실행의 어려움과 고민, 개선 방안을 탐색하는 데 있다. 이를 위하여 문화재단을 운영하는 인구감소지역 중 비교적 충실하게 어린이․청소년, 성인, 준/전문가를 대상으로 교육하는 문화재단 3개를 선정하고, 홈페이지에 게시된 문화예술교육 프로그램을 전수 조사하여 분석하였다. 그리고 문화재단의 실무자 2인과 심층면담, 4인과 초점집단면담을 실시하고 자료를 분석하였다. 분석 결과, 사례 문화재단들은 외부 지원사업을 적극적으로 운영하고, 지역 상주 예술가를 활용하며, 공공․민간 기관과의 파트너십을 전략적으로 활용하고 있었다. 또한, 지역의 문화 자원을 활용하거나 문화소외 지역인 읍면을 방문하거나 지역 내 전문 인력을 양성하고 있었다. 연구 결과를 토대로 지역 특성에 기반하되 문화예술교육 사업내용에 독립성 부여, 지역 전문 인력 양성의 방향 전환, 지역 정착과 사회적 관계망을 강화하는 문화예술교육의 지속적인 발전 등을 제안하였다.
Abstract
This study investigates arts and cultural education programs offered by cultural foundations in depopulated areas, focusing on the implementation strategies, challenges encountered, and potential solutions through interviews with team leaders. Three local cultural foundations were selected from these regions based on their comprehensive educational offerings for children, youth, adults, and semi-professionals. All programs listed on the foundations' websites were reviewed and analyzed. Qualitative data was collected through in-depth interviews as well as a focus group interview with team leaders. The findings indicate that the foundations actively implement external funding programs, utilize resident artists, and strategically engage in partnerships with public and private organizations. Educational initiatives leverage local cultural assets, provide outreach to underserved rural communities, and emphasize the cultivation of local professional talent. Based on these findings, the study recommends enhancing program autonomy, reorienting strategies for professional development, and promoting arts education that strengthens regional settlement and social networks.
