본 연구의 목적은 선거연령 인하의 문제와 관련하여 제기되는 쟁점들을 고찰하고, 이에 대한 유권자들의 입장 차이가 어떠한 정치적 갈등요인에 기반하여 형성되어 있는가를 경험적으로 분석하는 데 있다. 구체적으로 본 연구는 19대 대통령선거 과정에서 중요한 쟁점으로 부각되었던 만 18세로의 선거연령 인하 문제와 관련하여 지금까지 제기되었던 다양한 이론적 쟁점들을 정리한 후 19대 대선 과정에서 이에 대한 유권자들의 인식이 어떻게 정치적으로 분열되어 있는 특징을 보였는지를 설문조사 자료를 활용하여 경험적으로 분석하고 있다. 연구결과, 한국에서 선거연령 인하의 문제는 이념성향과 정당 호오도를 중심으로 정치적 갈등구도를 형성하고 있는 것으로 나타났다. 이것은 향후 선거연령 인하 문제에 대한 보수와 진보 진영 간의 합의가 용이하지 않을 수 있다는 점을 시사한다. 다시 말해 향후 한국에서 선거연령 인하 문제와 관련한 쟁점은 꾸준히 제기되겠지만 이것이 현실화되는 과정에서 상당한 정치적 갈등과 논쟁이 발생할 것으로 전망된다.
Abstract
Lowering the voting age is a controversial issue in the representative democracy because it is strongly related to the norm of democracy as well as the political interests among competing political parties in reality. In this vein, this study analyzes the factors that have an influence to the position of the voter on lowering the voting age in Korea. Especially, this study focuses on analyzing the existence of the political conflicts among the voters regarding lowering the voting age. Employing the logistic regression analysis, the statistical result shows that the ideological position as well as the party preference of the voters have an important influence in taking the position to lowering the voting age. It means that it is not easy to make a consensus on lowering the voting age among parties in Korea. In other words, although the issue of lowing the voting age will be consistently raised in the political arena, it will be an hard to resolve the conflict without a turning point making political consensus on lowering the voting age.
