본 연구는 왜 김영삼 정부는 김대중 정부에서 출범한 노사정위원회와 같은 합의적노사관계의 구축을 위한 제도적 장치를 마련하지 못하고, 대립적 노사관계 속에서 어려움을 겪어야만 하였는가의 문제를 정부능력의 차원에서 다각도로 살펴보고 있다. 구체적으로 본 연구는 대통령을 중심으로 하는 집권세력(정부 여당과 행정부 관료)을 정부 개념에 포함시켜 대통령제가 갖는 다양한 구조적 특징과 정부가 갖는 성격적 특징이 노사정간의 합의를 도출해내는 정부의 능력을 결정짓는데 중요한 역할을 한다는 점을 밝히고 있다.
Abstract
The conflict between labor and management is one of the most important conflicts in the democracies which adopt the capitalist system. In this vein, this study raises the question why the Kim Young Sam administration and the Kim Dae Jung administration made the different performances to solve the 1997 economic crisis situation in Korea. In other words, the main question of this study is how the Kim Dae Jung administration made a consensual labor-management relation and the Kim Young Sam administration didn’t. Regarding this question, it insists that the government capabilities decided by the structural characteristics of presidential system, the personalty of leader, and the ideological nature of government can play important roles to building a consensual labor-management relation.
