이 연구는 다음과 같은 주요한 목적을 가진다. 첫 번째는 근육장애인의 생활과 정책적 요구에 대한 최신화 된 실증 데이터를 제공하는 것이다. 두 번째로, 한국 사회는 초고령화로의 진입을 거스를 수 없고 이는 곧 노화로 인한 장애인구의 증가로 이어진다. 즉 장애라는 이슈가 더 일상화되는 사회가 된다. 이 연구는 장애인구 중에서도 가장 취약한 집단 중 하나라고 할 수 있는 근육장애인의 실태와 욕구를 통하여 장애 정책 전반의 방향성을 제고하는데에도 기여하고자 한다. 이 연구에서 활용한 데이터인 근육장애인 생활실태조사는 코로나19로 인한 사회적 거리두기의 환경에서 실시하였으므로 온라인 설문조사 방식을 채택하였다. 2021년 4월에 연구진이 선행연구들을 참조하여 설문지 초안을 개발, 5월부터 8월까지 4개월간 한국근육장애인협회의 검토 및 전문가 자문을 거쳐 설문지 내용을 수정하였다. 예비조사와 본조사를 거쳐 최종적으로 520케이스를 분석 대상으로 확정하였다. 분석결과를 토대로 근육장애인의 생활 전반을 조명하였고, 보다 구체적으로는 가족 돌봄의 문제, 활동지원사 지원, 별도 장애 유형으로의 구분과 같이 보편적이면서도 특수한 영역의 제언을 하였다. 나아가 근육장애인의 권익증진 및 국내 장애인 정책의 보편성을 강화해야 한다는 함의를 제시하였다.
Abstract
This study has the following main objectives. The first is to provide updated empirical data on the life and policy needs of people with muscular disabilities. Secondly, Korean society cannot resist entry into super-aging, which leads to an increase in the number of people with disabilities due to aging. In other words, it becomes a society where the issue of disability becomes more common. This study also aims to contribute to enhancing the overall direction of disability policy through the actual conditions and needs of muscle disabled people, which is one of the most vulnerable groups among the disabled population. The data used in this study, the living conditions survey for the muscle disability, was conducted in an environment of social distancing due to COVID-19, so the online survey method was adopted. In April 2021, the researchers developed a draft questionnaire by referring to previous studies, and revised the contents of the questionnaire after reviewing and consulting experts by the Korea Muscle Disability Association for four months from May to August. After a preliminary investigation and a main investigation, 520 cases were finally confirmed as targets for analysis. Based on the analysis results, the overall life of the muscle disabled was illuminated, and more specifically, suggestions were made in universal and special areas such as family care issues, activity support support, and classification into separate types of disabilities. Furthermore, it was suggested that the rights and interests of the muscle disabled should be promoted and the universality of domestic policies for the disabled should be strengthened.
