Abstract

This study explores mobility rights for persons with disabilities not merely as an issue of institutional policy or physical access, but as a sociotechnical network involving human and non-human actors. Applying Bruno Latour’s Actor-Network Theory(ANT) as its framework, the study analyzes three cases: the Singil Station lift accident, a national policy forum on disability mobility, and the use of assistive technologies by individuals with spinal cord injuries. The analysis shows that mobility networks are complex and fluid, shaped through “translation” processes that define meaning, mediate interaction, and reflect power relations and political struggle. These networks often embed ableist assumptions in technology, design, and policy. Yet they also become arenas of resistance, where disabled actors challenge and reshape systems through protests, advocacy, and creative action. By examining diverse actor interactions, this study proposes an alternative lens that moves beyond institution-focused approaches to understanding mobility rights.
