이 연구의 목적은 한국행정연구원의 ‘2020년 사회통합실태조사’ 자료를 분석하여 공정성(기회·조건)이 사회 갈등과 정부신뢰에 어떠한 영향을 미치는지 확인하는 것이다. 분석단위는 전국 만 19세 이상 시민 8,336명이며, 구조방정식 분석을 수행하였다. 분석 결과는 다음과 같다. 첫째, 기회·조건 공정성은 사회갈등에 유의미한 부(-)적 영향을 미쳤다. 둘째, 사회갈등은 정부신뢰에 유의미한 부(-)적 영향을 미쳤다. 셋째, 기회·조건 공정성은 정부신뢰에 유의미한 정(+)적 영향을 미쳤다. 넷째, 기회·조건 공정성은 사회갈등을 매개하여 정부신뢰에 간접적인 정(+)적 매개효과를 나타냈다. 이상의 연구를 통해 정부는 공정성 확보를 사회의 최우선 가치로 인식해야하며, 이는 사회갈등 최소화와 정부신뢰 제고를 위한 기본 조건이라는 점을 부각하였다.
Abstract
The purpose of this study is to confirm how Justice(opportunity and condition) affects social conflict and government trust. The analysis data is a survey from the Korea Institute of Public Administration’s 2020 「Korea Social Integration Survey」. The analysis unit is 8,336 citizens aged 19 or older nationwide, and the analysis method is a structural equation model. The analysis results are as follows. First, opportunity and conditional justice had a significant negative(-) effect on social conflict. Second, social conflict had a significant negative(-) effect on government trust. Third, opportunity and conditional justice had a significant positive(+) effect on government trust. Fourth, opportunity and conditional justice showed an indirect positive(+) mediating effect on government trust through social conflict. Through the above research, this study was emphasized that the government should recognize securing justice as the top priority of society, which is a basic condition for minimizing social conflicts and enhancing government trust.
