Abstract

This study aims to establish a practical foundation for marine liberal education that fosters ocean literacy and to explore how museum-centered marine education can be effectively activated through collaboration among local communities, universities, and schools. To this end, an empirical survey was conducted with 300 kindergarten, elementary, and secondary school teachers in the Seoul metropolitan area, analyzing their needs regarding educational topics, instructional methods, and support elements through the Importance–Performance Analysis(IPA) technique. The results indicate that teachers strongly demand experiential and hands-on programs, career-linked and cross-curricular education, diverse curricula tailored to age and proficiency levels, and the provision of educational materials and teaching aids. Furthermore, there was a marked expectation for the establishment of an educational ecosystem based on local–university–institution (geosan-hak) collaboration, wherein community engagement, university-led instructional design and evaluation, and school-based feedback are cyclically interconnected, rather than relying on museums operating in isolation. Based on these findings, this study suggests the potential for a collaborative model-incorporating design, implementation, and feedback processes that reflect teachers’ needs-to expand marine liberal education into a sustainable civic education platform at the local level. The results imply that maritime museums can develop into hubs for practical civic education through systematic linkages with local communities, schools, and universities. This research thus provides foundational data for the development of future policies and programs in marine liberal education.
