Abstract

This paper focuses on the "Statutes of King" in 11QT 56.12-59.21. The "Statutes of King" elaborates, rewrites, and expands Deuteronomy 17:16-20. Scholarly works have primarily focused on tracing the historical background of this text. Since Yigael Yadin's publication of editio princeps of the Temple Scroll, many scholars agree to relate the text to the Hasmonean monarchy, more specifically, to the reign of Alexander Jannaeus. Here in this paper, however, I attempt to reveal that although it was indeed born out of a historical context, the "Statutes of King" should be understood in a continuous trajectory of the long-standing tradition of Jewish ideology of kingship, of which interest was not limited to time and place. That is, the "Statutes of King" prescribes the qualifications and duties of king. This text is compared with Babylonian Talmud Tractate Sanhedrin. This comparison shows that the "Statutes of King" is, more or less, defined as a midrashic interpretation and development of the Deuteronomic tradition. This literary characteristic is confirmed by comparing the text with 1QM. The "Statues of King" reiterates the Qumranic ideal of political structure, that is, the division between kingship and the high priesthood. Furthermore, the Qumran community considers that the high priesthood is predominant over kingship. This political division and priestly ideology are also found in the "Statutes of King." Thus, the "Statues of King" is not to be defined exclusively as an antithesis to the Hasmonean dynasty, but to be thought as a Qumranic presentation of ideal kingship.
