Abstract

This study examines the key topics and legal interpretations of North Korea's "Anti-Reactionary Thought Law," enacted in December 2020. It analyzes media coverage of the law to assess the influence of K-culture on North Korea, often termed the most isolated country, employing Joseph Nye's concept of "soft power." Specifically, this research analyzes UK and US news coverage of the "Anti-Reactionary Thought Law," considering that North Korea is not only a domestic concern but also an international one. The study reveals that the 'reactionary thought culture' mainly pertains to South Korean, US, and Japanese culture. Notably, K-pop was identified as a primary influence on North Korean millennials. Furthermore, UK and US media predominantly sourced information about enforcement cases and the full text of the law from DailyNK and Radio Free Asia. This article emphasizes the critical need for South Korea, in tandem with the international community, to peacefully address the Anti-Reactionary Law that restricts basic human freedoms and rights.
