한국은행의 준재정활동에 대한 역사적 제도주의 분석: 금융중개지원대출제도를 중심으로

코로나19 사태 등으로 한국은행의 역할이 확대되는 가운데, 전통적인 물가안정 외에 발권력을 활용한 준재정적 역할을 어떻게 설정할지에 대해 사회적 합의가 필요한 시점이다. 이에 본 연구는 한국은행 준재정활동의 성격을 고찰하기 위해, 대표적 사례인 “금융중개지원대출제도”의 형성과 변화 과정을 역사적 제도주의의 관점에서 “구조-제도-행위자의 통합적 분석틀(김윤권 2005)”을 활용해 분석하였다. 그 결과 형성기(1962~1994년)에 발전국가 구조에서 도입된 “선별적 재할인제도”의 정책금융 요소는, 조정기(1994~1997년)의 “총액한도대출” 도입을 통한 금융자율화 개혁(제도의 해체 시도)과 전환기(1997~2008년)의 순수 유동성조절 대출로의 전환 논의(제도의 성격 전환)에도 불구하고, 기존의 정책수요자를 고려해 경로의존적으로 유지된 것으로 보인다. 이어 강화기(2008~2020년 현재)에 한국은행 역할론이라는 정책사고 속에서 제도 명칭이 “금융중개지원대출”로 변경되는 등 적극 활용되고 있음을 확인하였다. 국가 전체적인 성장잠재력 하락 추세에서 중소기업 등 경제 부문별 필요자금을 지원하는 제도의 필요성은 있다고 보이나, 정부 재정과 비교할 때 상대적으로 민주적 통제장치가 부족할 수 있는 점에 대해서는 검토가 필요해 보인다.
Abstract
With the role of the Bank of Korea expanding due to the COVID-19 crisis, it is time to discuss how to set up a quasi-financial role of the Bank of Korea in addition to traditional prices stability. Therefore, this study analyzes the process of formation and change of the “Bank Intermediated Lending Support Facility(BILSF)”, a representative example of quasi-financial activities, using the “Structure-Institution-Actor Integrated Analysis Frame” from the perspective of historical institutionalism. As a result, the policy financing element of the “selective discount scheme(predecessor of BILSF)” introduced during the formation period(1962-1994) remained path-dependently considering policy demander despite the introduction of the “Aggregated Credit Ceiling Loans(predecessor of BILSF)” in the adjustment period(1994-1997) and the discussion of liquidity-controlling loans in the conversion period(1997-2008). Furthermore, the policy financing elements were further strengthened during the consolidation period(2008-present), with the name of the institution being changed to BILSF. Although there seems to be a need to provide funds for necessary economic sectors, it is necessary to discuss ways to improve the lack of democratic controls in comparison with the government's financial activities.
