코로나19로 노동시장이 부정적인 영향을 받은 상황에서 고용보험 등 기존 공적이전 프로그램과 새롭게 도입된 재난지원금 등 정부의 재정정책은 소득보전 역할을 수행하였을 것이다. 본 연구는 코로나19로 인한 근로･사업소득의 감소와 재난지원금, 고용보험 등 공적이전이 빈곤율과 빈곤갭 비율 변화에 미친 기여도를 샤플리분해(Sharpley decomposition)를 통해 분석하였다. 특히 코로나19와 사회적 거리두기 조치가 노동시장에 미친 이질적인 영향을 고려하여 가구주 성별, 종사상 지위별, 취약산업별, 노인/비노인별로 나누어 분석하였다. 분석결과 여성, 자영업자, 대면서비스업 종사 가구가 보다 심각한 시장소득 감소를 경험하였다. 고용보험은 자영업자들에게 상대적으로 약한 빈곤 완화 효과를 보였고, 재난지원금은 모든 집단에 공통적으로 가장 큰 빈곤 완화 효과를 나타내었다.
Abstract
COVID-19 and social distancing measures have delivered disproportionate effects on the labour market. Therefore, the Korean government implemented the Emergency Disaster Relief Funds and several targeted subsidies for the economically vulnerable along with the existing public transfer programmes (i.e., unemployment insurance). In this regard, this paper decomposed the contributions of public transfer programmes to the changes in poverty rate and poverty gap ratio according to household gender, employment status, and industry using the Shapley decomposition. The results found that female, self-employed, face-to-face service industry workers had more severe damages from the pandemic. The relief had the greatest anti-poverty effect, while the unemployment insurance did not adequately support self-employed groups related to its insufficient coverage.
