Abstract
This study proposes a policy to enhance the financial stability of the National Pension Scheme and improve beneficiariesʼ income security by converting the current income tax deduction system into a contribution refund system. Under the current system, KRW 4.9189 trillion (KRW 350,000 per capita) is refunded annually through income tax deductions, but no tax-exempt benefits are provided during pension receipt. The proposed contribution refund system automatically redirects these refunds into pension accounts, converting them into additional contributions. During pension receipt, the refunded amount will be tax-exempt, offering increased income security. If the income deduction rate is raised by 3 percentage points, the annual refund amount would increase to KRW 5.7085 trillion (KRW 403,000 per capita), strengthening financial stability during employment and enhancing old-age income security. The total pension tax and net tax effect will remain consistent at KRW 36.1481 trillion and KRW 31.2293 trillion, ensuring fiscal neutrality. By shifting the tax benefit from the contribution period to the pension receipt period, the proposed system improves the disposable income of beneficiaries and enhances public acceptance of necessary premium increases. Additionally, the policy encourages low-income individuals to participate in the pension scheme, raising the fiscal support ratio to 15.8%, and contributes to building public trust throughout the pension reform process.
