본 연구의 목적은 지역주민과 사회적경제조직의 사회문제 인식 차이와 일치도를 측정하는 다양한 방법을검토하고, 이를 활용하여 지역의 특징과 사회문제별 특수성을 반영한 사회적경제 실천전략을 도출하는 것이다. 이를 위해 898명의 주민과 611개의 사회적경제조직의 설문조사 결과를 분석하였으며, 그 결과는 다음과 같다. 첫째, 지역 특징(도시·농촌·도농복합)에 따라서 주민과 사회적경제조직 간에 사회문제에 대한인식 차이가 다르게 나타났다. 둘째, 기초지자체 단위에서 지역주민과 사회적경제 조직 간의 사회문제 인식일치도를 두 개의 척도(전반적 일치도와 주요 문제 일치도)를 통해 측정하고 척도 간 상관관계를 확인하였다. 셋째, 지역 특징별로 사회적경제 방식의 문제해결이 상대적으로 어렵거나 쉬운 사회문제를 확인하였다. 넷째, 주민과 조직의 인식 차이, 사회문제별 특수성을 반영한 유형화를 통해 도시·농촌·도농복합지역별로 각 사회문제와 관련하여 사회적경제 실천전략을 제시하였다.
Abstract
The purpose of this study is to explore various methods of measuring social problem perception differences and consensus between local residents and social economy organizations and use them to derive action strategies that reflect community characteristics and specificities of social issues. To this end, we use the survey of 898 residents and 611 social economy organizations in urban, rural, and mixed areas. The results are as follows: First, we found that there are perception differences between residents and social economy organizations based on community characteristics and social issues. Second, the concurrence score which assesses the mach of perception between local residents and social economy organizations with respect to social problems was computed in two measurements (overall concurrence and key problem concurrence) in local district and the correlation between the measurements was confirmed. Third, we assessed the level of institutional difficulty(or ease) of social economy approach depending on social problems and community characteristics. Fourth, through typification by social problems and community characteristics, we proposed social economy action strategies with respect to social problems.
