남북 산림협력의 방향과 과제: 보편성과 특수성의 조화 모색

본 연구는 산림분야 국제개발협력 동향을 적용하여 기존 남북산림협력의 한계를 분석하고 국제협력을 통한 발전방향을 제안한다. 남북산림협력은 국제사회 산림협력과 달리, 산림의제가 다른 분야와 연계되어 논의되지 않았고 의제다변화를 통한 지속가능성을 확보하지 못하였다. 본 연구는 국제사회 및 한반도 차원에서 이루어진 대북 산림협력을 검토·분석하여 국제협력의 관점을 적용, 남북산림협력의 방향성을 제언하였다. 우선 남북산림협력과 국제협력 간 괴리를 해소할 필요가 있으며 평화산림이니셔티브 적용을 통해 의제 간 연계성 강화와 국제협력 도출의 한계를 보완해야 한다. 특히, 국제협력의 보편성과 남북협력의 특수성의 공존을 통해 한반도 평화 구축을 위한 지속가능성을 확보할 필요가 있다. 본 연구는 남북산림협력을 국제협력 관점으로 조망함으로써 국제협력 도출에 관한 가능성을 높였고 구체적인 추진전략 및 방향을 제시하였다는 점에서 의의가 있다. 한반도 의제가 국제사회로 회부된 현 시점에서, 남북산림협력은 다양한 요인으로 제한받을 수 있다. 국제협력을 통해 남북산림협력의 추진기반을 확보하고 이후 남북 간 독자적인 교류 확대를 통해 한반도 평화를 구축해나가야 할 것이다.
Abstract
This study aims to analyze the limitations of existing inter-Korean forest cooperation by applying international development cooperation trends in the forest sector and suggest the development direction through international cooperation. Unlike the international community’s forest cooperation, inter-Korean forest cooperation was not discussed in connection with other agendas, and sustainability was not secured through diversification. This study suggested the direction of inter-Korean forest cooperation by applying the perspective of international cooperation by reviewing and analyzing forest cooperation with North Korea at the level of the international community and the Korean Peninsula. There is a need to resolve the gap between inter-Korean forest cooperation and international cooperation in order to secure sustainability for the peace on the Korean Peninsula through the coexistence of the universality of international cooperation and the specificity of inter-Korean cooperation. This study is meaningful in that it raised the possibility of deriving international cooperation and presented specific strategies and directions. At this point when the agenda on the Korean Peninsula is referred to the international community, inter-Korean forest cooperation may be restricted to various factors. It is necessary to secure international support for inter-Korean forest cooperation.
