UN체계를 활용한 북한 산림개발 협력 방안에 관한 연구

이 논문은 북한과의 산림개발 협력사업 과정에서 국제기구를 활용하는 방안에 관한 연구이다. 산림개발 협력사업은 대규모의 재원과 지속성이 필수적으로 담보되어야 하는 것이다. 하지만 한반도에서의 긴장과 남북관계의 갈등은 사업의 지속성을 보장하기 어렵고, 대규모의 재원 조달도 불가능한 상황이다. 그러므로 국제기구를 활용한 사업은 남북한 양자간 사업보다는 사업의 효율성 측면에서 더 낳을 수 있다. 북한과 UN을 중심으로 하는 국제기구들은 산림 분야 뿐 아니라 농업 및 인도적 지원과 관련하여 지속적인 교류 협력의 역사를 갖고 있다. 또한 산림 및 환경보호 분야에서의 국제기구의 관심은 점점 증대되고 있는 상황이다. UN기구들 가운데 특히 UNDP의 사업 경험과 인프라는 현실적으로 북한의 산림개발 협력 사업을 진행하는데 중요한 사업 파트너가 될 수 있다. 사업을 진행하는 과정에서 중요하게 고려되어야 할 것은 첫째, 사업의 목표에 대한 구체적인 계획이 필요하다. 둘째, 사업 재원조달 방안에 대한 국제적인 공감대 형성 및 재원조달 방식에 대한 계획이 확정되어야 할 것이다. 셋째, 사업 전반에 관한 모니터링 계획과 주요 수원국의 입장에 대한 사전 조율이 필요하다. 넷째, 한국에서는 산림청을 중심으로 한 행정기관의 협력 체계와, 시민사회 진영, 전문가 그룹 등이 통합될 수 있는 거버넌스 구조를 구축하는 것이 중요하다.
Abstract
This article focused on the role of international organization, such as UN, to cooperate with North Korea government for forest development project in North Korea. Forest development project required significant amount of fund and long period time to complete their final goals. However, the conflict of North and South Korean interrupted these type of projects, even though some kind of NGOs closed an North Korean branch. Therefore, multilateral cooperation is better than bilateral cooperation project such as forest development or protection of environment. North Korean has significant experience to cooperate with UN to overcome the natural disaster, such as flooding and draught, and they had keep in touch with each other to develop the industry of agriculture, forest and public health system. Moreover, the interesting of international society slighty increased to cooperate with North Korea environment protecting and sustainable development. Especially, UNDP's business experiences give a significant implication to proceed this project, even though there will be a best partner with South Korean government. During the proceed of project, some factors will consider that firstly, South Korean government will have final goals clearly and specific plan will prepare perfectly. Secondly, South Korean government win the sympathy of the plan and scale of the fund to develop of the North Korean's forest. Thirdly, they will prepare the monitering plan and government will organize donor countries' opinion contentions about the project. Finally, many kind of actor's will make the governance system for the development of North Korean's forest in South Korea.
