필리핀 이주노동자의 한국 이주와 연결망 : 고용허가제 비전문취업(E-9) 이주 과정을 중심으로

이 논문은 고용허가제 시행 이래 한국에 유입된 필리핀 이주노동자의 이주 동기와과정을 검토함으로써 역동적으로 구축되는 이주 경로의 단면을 드러내는 데 목적을 둔다. 이 논문은 필리핀 이주노동자를 대상으로 수행된 심층면담 자료와 문헌분석에 기반을 두어 작성되었다. 한국은 높은 임금, 저렴한 이주비용, 양호한 근무환경으로 인해 선호되는 목적지 중 하나로, 에이전시의 개입을 배제하는 G2G 방식을 통해 이주노동자를고용하고 있다. 그럼에도 불구하고, 이주를 촉발하고 매개하는 행위자이나 경제적 자원의 출처로서 비공식 연결망의 역할은 여전히 중요하다. 특히, 강화된 한국어평가제도로이주 준비 단계가 길어지는 상황에서, 개인연결망과 한국어학원은 공식적인 이주시스템의 공백을 메움으로써 이주 흐름을 만들어내고 유지하는 과정에서 중요한 기능을 수행한다.
Abstract
This article examines the migration-decision and migratory process among E9 workers from the Philippines to South Korea and aims to figure out the complexity of migratory pathways in global labor market. This study is based on in-depth interview conducted mainly with Filipino migrants and literature analysis. South Korea has employed foreign workers through the Employment Permit System (EPS) since 2004, including the government’s direct recruitment and management of the workforce. Nonetheless, the roles of informal networks, personal networks and Korean language centers, are decisive for channeling continuity the migratory flows from the Philippines to South Korea. In particular, the roles of Korean language centers as a recruiter and supporter as well as language program provider are distinctive.
