필리핀의 해외이주에 관한 법제도적 고찰

초록
필리핀은 전 세계적으로 노동력을 송출하는 국가이다. 이 글에서는 필리핀이 해외이주를어떻게 촉진시킬 수 있었는지 그 배경에 대해 알아보고, 해외 필리핀노동자(OverseasFilipino Workers)와 재외필리핀인(Overseas Filipino)들을 원활히 송출하고, 관리 및 보호하기 위해 어떤 정책을 추진해 왔는지 고찰했다. 우선 필리핀인의 해외이주의 현황을파악하고 해외이주의 역사를 되짚어본 후, 이주정책이 어떻게 발생하여 변화해갔는지에대해 법률 정비, 관련 정부기관 설립, 재외필리핀인 우대정책을 중심으로 살펴보았다. 그리고 해외의 필리핀인들이 보내오는 송금의 역할에 대해 정리하여, 현재 필리핀의 이주정책에 대한 전체상을 파악했다.
Abstract
The Philippines is one of the states which has sent the labor forceabroad. This paper investigates the situation of the Philippines how it hasbeen able to facilitate the emigration and promote the migration policy andinstitutional system for Overseas Filipino Workers and Overseas Filipinos inorder to manage and protect them. This paper deals with the status ofemigration of Filipinos, looking back the history of migration in thePhilippines. Then it examines the laws and the related institutions and thepolicies that gives the benefit to the Overseas Filipinos. In addition, itrevels that the role of remittances from Overseas Filipinos and the currentmigration policies.
