본 연구는 사우디아라비아의 문화유산 정책의 발전과정과 특징을 알아보고 유네스코 세계유산의 사례를 통해 정부가 문화유산 정책을 정치적 수단으로 활용하는 과정에서 국민형성, 민족통합, 국가권력 정당화를 도모하는 다양한 양상들을 살펴보는 것을 목표로 한다. 사우디아라비아는 국민국가를 설립하는 과정에서 부족연대주의 정체성, 이슬람 움마 정체성, 와따니야(국가주의) 정체성 등 다양한 정체성을 형성하였으며, 현재까지도 남아 있는 부족 정체성과 반 왕정 정체성은 국가 통합을 방해하는 요소로 작용한다. 이러한 상황에서 사우디아라비아는 집단기억 활용해 국민을 결속하고 국가에 대한 소속감을 느끼도록 유도할 수 있는 문화유산 정책을 시행하였다. 사우디아라비아는 사우드 가문의 발자취가 남아 있고 이슬람과 연관된 주요한 유적지를 유네스코 세계유산에 등재하는 작업을 시작했다. 이를 통해 사우드 가문의 위상을 세워 국가를 통치하는 핵심 권력으로서의 정당성 입증하고 국가 내 이슬람의 가치를 더욱 높여 국민의 종교적 결속력을 강화하고자 했다.
Abstract
This study aims to examine various aspects of the government's use of cultural heritage policies as political means to promote national formation, national integration, and justification of state power through the case of UNESCO World Heritage. There are various identities in Saudi Arabia, such as Assabiya, Islamic Ummah, and Wattaniya. However, tribalism and anti-monarchy identity can act as a barrier to national unity. Under these circumstances, Saudi Arabia implemented a cultural heritage policy to unite the people. Saudi Arabia has listed historical sites related to the history of the Saud family and Islam on the UNESCO World Heritage List. Through this, it was intended to strengthen the royal authority of the Saud family and enhance the religious unity of the people by increasing the value of Islam in the country.
