자활사례관리자의 임파워먼트 사정기록에 대한 탐색적 틀 분석

본 연구의 문제의식은 지역자활센터 자활사례관리자가 참여주민의 임파워먼트에 대한 사정을 활성화 시키는 데에 있다. 연구의 목적은 자활사례관리에 적용 가능한 임파워먼트 사정의 틀을 임파워먼트의 다수준적 개념에 입각하여 시론적으로 확보하기 위한 것이다. 이를 위해 본 연구는 자활사례관리자가 참여주민의 임파워먼트에 초점을 두고 생성한 사례관리기록 문서를 대상으로 질적 자료분석방법인 틀 분석을 탐색적으로 적용하고 있다. 개인내부, 대인관계, 지역사회을 포함하고 있는 임파워먼트의 다수준적 개념에 대한 이론적 배경을 검토하여 초기 주제 틀을 도출하고, 이를 사례기록과 비교, 검토하여 정교화시키고 있다. 분석의 결과, 참여주민에 대한 임파워먼트에 대한 사정은 개인내부 수준의 주제 틀과 관련된 하위주제들이 대인관계, 및 지역사회 수준에 비해 더 많이 식별되고 있는 것으로 나타났다. 이는 자활사업 참여주민의 개인내부 수준의 임파워먼트 요소들을 대인관계 수준의 역량 구축 및 지역사회수준에서의 변화를 만들에 내는 방향으로 상호 연계시키는 사정 전략이 중요하게 제고될 필요성을 함의하고 있는 것이다. 결론에서는 연구의 결과로 도출된 임파워먼트 사정에 대한 주제 틀을 표로 제시하고 그것의 실천적 함의를 토의한다
Abstract
The article aims to discern empowerment-focused assessment framework applying for the self-sufficiency case management. It then conducts a framework analysis on empowerment-focused assessment documents written by the self-sufficiency case managers. This study is to draw sub-themes according to multi-levels of intrapersonal, interpersonal and community empowerment, all of which are deduced from the theoretical reviews. Subsequently, this paper identifies explorative thematic frameworks of the empowerment assessment, at the intrapersonal, interpersonal and community level. Results show that self-sufficiency case managers tend to assess the empowerment of clients more at the intrapersonal level than at the interpersonal and community levels. However, the assessment at the intrapersonal level is not separated from that at the interpersonal and community levels. but relates with those levels synergetically. Finally, this study discusses practical implications and suggests that themes of the empowerment assessment at the intrapersonal level should be networked with those of interpersonal and community level, which comprise the collective capacity-building and the community change.
