우리나라 외국어교육의 전통과 19세기말 유럽의 개혁교수법
The Tradition of Foreign Language Teaching in Korea and the Late Nineteenth-Century Reform Movement in Europe

본고에서는 우리나라의 전통적 외국어교수법이 유럽의 개혁교수법보다 사오백 년 이상 앞선 면모를 보였음을 규명하고자 한다. 이를 위해 19세기말 유럽의 개혁교수법의 주요 특징을 개괄하고, 조선 시대 사역원 교육에서 이러한 특징들이 어떻게 구현되었는지를 밝힌다. 무엇보다도 조선 시대에는 유럽식 개혁교수법의 3원칙, 즉 말 우선 원칙, 연결된 텍스트 원칙, 목표어 사용 수업 원칙을 능가하는 교육이 이루어졌음을 보인다. 아울러 이렇게 선진적이었던 우리의 외국어교수법 전통이 단절되어 온 이유를 일제강점기 때문으로 규정하고, 일본식 외국어교육의 잔재를 걷어내고 우리식 외국어교육의 전통을 복구하기 위한 노력이 필요함을 강조한다.
Abstract
It is in the late nineteenth century that the reform movement in foreign language teaching emerged in Europe. According to Howatt (1984/1997), the European reform movement was founded on three basic principles: the primacy of speech, the centrality of the connected text as the kernel of the teaching-learning process, and the absolute priority of an oral methodology in the classroom. In this paper, I attempt to demonstrate that these three principles were implemented in Korea hundreds of years earlier. I basically show that until the end of the Joseon dynasty Korea's foreign language teaching had been based on principles extremely similar to those of the European reform movement (particularly at Sayeokwon, the national institution for the training of translators and interpreters, which lasted from 1393 to 1894). Japanese colonialism brought an end to this efficient teaching tradition. As a result, Korea was forced to suffer from the inefficient Japanese system of foreign language teaching. I also emphasize that we should endeavor to revive our tradition in foreign language teaching.
