본 연구는 국내 신용카드사의 업무를 위탁받는 수탁사에 대한 정보보호 현황분석에 대한 연구이다. 지난 몇 년간 금융사를 중심으로 고객의 개인정보가 유출되는 사고가 꾸준하게 발생하고 있는실정이다. 개인정보 유출사고가 다양한 수법으로 발생되는 가운데, 금융사의 개인정보처리 업무를위탁받는 수탁사를 통하여 발생하는 보안 사고의 규모와 수가 무시할 수 없는 수준으로 나타나고있다. 신용카드사를 대상으로 2014년 발생하였던 대규모 개인정보 유출 사고의 경우에도, 수탁사를 통하여 발생한 대표적인 개인정보 유출 사고이다. 이에 본 연구에서는 업무 수탁사를 정보보호측면에서 중요하게 살펴보아야 할 한 부분으로 판단하였으며, 국내 신용카드사의 업무 수탁사에대한 현황을 조사하였다. 현재 국내 신용카드사는 개인정보보호법에 의거하여 자사의 웹사이트 내 개인정보처리방침을통하여 개인정보 처리 위탁 현황을 공개하고 있다. 이처럼 공개된 정보를 활용하여 신용카드사와수탁사 간 위⋅수탁 관계에 대한 네트워크 시각화 분석을 실시하였으며, 더불어 수탁사의 정보보호 인증 현황을 조사하여 수탁사에 대한 정보보호 현황분석을 실시하였다. 본 연구의 분석 결과를통하여 현재 신용카드 업계의 업무 수탁사에 대한 전반적인 현황을 파악 할 수 있으며, 업무 위⋅ 수탁에 대한 정보보호 관리 방안의 기초자료로 활용 될 수 있을 것이다
Abstract
This study is a study on the information protection status analysis of consignees entrusted with domestic credit card companies. In the past few years, there have been steadily occurrences of accidents in which personal information of customers is leaked, mainly at financial companies. Various methods of personal information leakage incidents, the size and number of security incidents that occur through consignees entrusted with personal information processing of financial companies are appearing at a level that cannot be ignored. Even in the case of a large-scale personal information leakage accident that occurred in 2014 targeting credit card companies, it is a representative personal information leakage accident that occurred through consignees. Therefore, in this study, the business consignee was determined as an important part to be examined in terms of information protection, and the current status of the business consignees of domestic credit card companies was investigated. Currently, domestic credit card companies are disclosing the status of personal information processing consignment through the personal information processing policy on their website in accordance with the Personal Information Protection Act of Korea. Using the information disclosed in this way, a network visualization analysis of the consignment relationship between credit card companies and consignment companies was conducted. In addition, the information protection status analysis for the consignee was conducted by investigating the information protection certification status of the consignee.
