초록

Based on data from the National Statistic Agency in 2015, 46.7% of Indonesians live in the rural areas. In fact, there is a gap between the rural and urban area in terms of physical/infrastructure development. In order to bridge the gap and increase development in the village, the Indonesian government legislated the 6th Act of 2014 on Village. The law was supported also by the vision and mission of the President and policy direction on Working Cabinet 2014-2019 by emerging village fund program which allocated 1 billion IDR ($83,000). However, very vague facts on the inadequate capacity of the government officials has been observed in the Ponorogo District. The objective of this research is to identify the role of Bapemas & Pemdes Ponorogo in improving the capacity of village-level government officials and to discover the constraints faced by the Bapemas & Pemdes Ponorogo as well as to identify the impact of capacity building on the village-level government officials’ performance. The results showed that Bapemas & Pemdes Ponorogo plays important roles as planner, implementer, evaluator and coordinator for village-level government officials’ capacity building programs in Ponorogo. Bapemas & Pemdes Ponorogo conducts training and development programs related to: a) Village development plan; b) Village finance management; c) Forming laws in the village level; and d) Village governance accountability. Besides the training and development program Bapemas & Pemdes Ponorogo also equipped the village officials with access to information related to the implementation of the 6th Act of 2014 and other technical regulations. Aside from the lack of human resources and unpreparedness of psychology, Bapemas & Pemdes Ponorogo also faced the barrier on the unpreparedness of the bureaucratic system in terms of the technical regulation of 6th Act of 2014. Research findings also showed that there is a moderate correlation in the implementation of training and development program for village officials in Sampung Sub-District which gives positive impact to village officials’ performance. It means that there is positive correlation between training and performance, if one variable increases the other will also increase. Furthermore, training indicators that affect significantly on performance of village officials are the Need Assessment of the Training and Training Materials that are related with attitudinal and behavioral change.
