자치경찰관의 업무특성 요인이 조직성과 인식에 미치는 영향

본 연구는 제주특별자치도에서 근무 중인 자치경찰공무원 전원을 대상으로 하여 그들이 인식하는 업무특성과 조직성과에 대한 인식 간의 관계를 파악하는 것이 목적이다. 이를 바탕으로 향후에 확대될 자치경찰제도의 업무체계를 구성함에 있어 조직성과를 가장 극대화시킬 수 있는 방안을 제시하고자 한다. 제주자치경찰관 107명을 대상으로 2013년 3월 19일부터 27일까지 설문조사를 실시하였고 그 중 85부를 본 연구의 분석 자료로 활용하였다. 연구목적에 따라 기술통계와 이변량 상관관계분석을 실시하였다. 그리고 독립변수인 인구사회학적 변수와 업무특성 요인들이 종속변수인 조직성과에 미치는 영향력을분석하기 위해 다중회귀분석(Multiple regression analysis)을 실시하였다. 연구결과, 자치경찰의 업무특성 중 업무책임성에 대한 점수가 가장 높은 반면 성장발전기회는 가장 낮았다. 다음으로 업무특성이 조직성과 인식 중 대응성에 미치는 요인은 기술다양성(β=.242, p<.05)과 성장발전기회(β=.246, p<.05)이었다. 능률성의 경우, 업무평가인식(β=.301, p<.01)만이 통계적으로 유의미하였다. 효과성에 있어서는 기술다양성(β=.301, p<.05)와 성장발전기회(β=267, p<.05)가 통계적으로 유의미하였다. 이러한 결과를 바탕으로 자치경찰제도 발전을 위한 정책들을 제시하였다.
Abstract
Given that it is increasingly important in role of municipal police system recently, this study is to suggest effective ways that increase the level of municipal police officers’ organizational performance through analyzing the relation between job characteristics and organizational performance from Jeju municipal police officers. In order to achieve this goal, it has administered survey to all of Jeju municipal police officers. Finally, this study analysed 85 municipal police officers’ answer and applied descriptive statistical analysis, correlation analysis and multiple regression analysis to find the effect of job characteristics on organizational performance. In result, among the municipal police officers’ job characteristics, job responsibility shows the highest score while opportunity of development and progression indicates the lowest score. In addition, in terms of response as one of organizational performance, demanding multiple skills factor(β=.242, p<.05) and opportunity of development ＆ progression(β=.246, p<.05) have a significant effect on the organizational response. Considering efficiency as a dependent variable, social evaluation factor(β=.301, p<.01) only shows significant effect on it. Next, given the relationship between job characteristics and organizational effectiveness, demanding multiple skills factor(β=.301, p<.05) and opportunity of development ＆ progression(β=267, p<.05) are significantly related with organizational effectiveness. Based on the results, it suggests better policies and alternatives
