전 세계적으로 COVID-19 감염이 확산되어 지속되고 있다. 변사사건에서 시신을 검시하고 조사하는 과학수사요원 및 검시조사관은 COVID-19에 대하여 잠재적 감염에 대해 항상 노출되어 있다. 특히 무증상 확진자에 의한 감염은 사전 접촉 경로와 증상이 확인되지 않아 검시과정에서 판단이 어려울 수 있다. 본 연구에서는 실제 무증상 변사사건의 사후(死後)확진 경험사례을 분석해보고 경찰의 검시과정에서 예방 대응과 관련 조치에 대한 현 문제점과 해결방안은 모색해 보았다. 그 결과, 감염이 유행하는 시기에는 모든 변사사건에 있어 개인보호구 사용을 확대하여 적용할 필요가 있고, 기타 현장감식 상황에서도 감염에 대한 최선의 보호구 착용이 필요하다. 또 치사율이 높은 인구집단군의 사망자에 대하여는 COVID-19감염에 대한 사후(死後)진단검사가 의무적으로 시행되어야 한다. 아울러 감염병 확산예방을 위해 시신을 일시 선별하여 사회와 분리 할 수 있는 시체공시소가 한시적으로 도입될 필요가 있다. 이와 같이 감염에 대한 개인보호 및 지역확산을 방지하기 위한 노력은 개인뿐만이 아니라 정부와 지역의 관련 기관 및 단체의 협력이 필요하며, 체계적이고 획일화된 지침으로 개선되어야 한다.
Abstract
COVID-19 Infection continues to spread throughout the world. Therefore, the scientific investigator and medico-legal death investigator who examines and investigates the body in the case of death is always exposed to potential viral infection. In particular, infection by asymptomatic confirmed case may be difficult to determine during the death investigation process as the contact path and symptoms have not been identified. This study analyzed the actual postmortem confirmation case of COVID-19 from unknown transmission routes, we looked for problems and solutions to the police’s preventive measures and related measures in the death investigation process and place. As a result, we suggest that personal protective equipment must be extended in not all cases of death, but also different types of cases. and mandatory diagnostic tests should be performed for high fatality populations, in addition, it is necessary to temporarily introduce a morgue system to temporarily preserve bodies and separate them from society for death investigations. Finally, cooperation between the government and related agencies and organization is needed and should be improved by systematic and uniform guidelines in order to protect individuals and prevent the spread of local infections.
