주차장에서 최근 여성을 대상으로 한 살인이나 성범죄 등 강력범죄가 발생하면서 범죄에 대한 불안감이 높아져 안전수준 제고의 필요성이 높다. 그리하여 본 연구에서는 주차장의 안전수준을 제고하기 위해 주차장에 CPTED기법을 적용한 영국의 Park Mark 인증사례 등 국내외 사례를 종합적으로 검토하여 평가항목을 추출하고 우리나라 주차장에 대한 현장조사 결과를 반영하여 주차장 범죄예방을 위한 인증평가 체크리스트를 개발하였다. 최종 평가분야는 관리운영, 감시, 접근통제, 영역성, 활동성 지원, 안내표지, 방범 및 안전시설과 가점항목으로 각각 여러 개의 세부평가항목으로 구성되었다. 항목별 배점은 주차장 안전에 핵심적인 항목은 높게 배점하고 정성평가에 의한 차등배점을 적용하였다. 또한 이러한 평가와 우수 주차장에 대한 인증을 위한 기본원칙을 정립할 것을 제안하였는데, 최우수-우수 주차장을 인증할 수 있도록 등급제를 운영하여 시설개선 노력을 유도하고, 주차장법을 위반할 경우 우수 주차장 인증마크를 부여하지 않으며, 지역의 실정에 맞게 평가항목이나 배점을 유연하게 적용하고, 가점항목은 엄격하게 적용하는 원칙이 포함되었다. 본 연구에서 개발한 평가기준은 지역별 특성을 고려하여 다양한 형태로 수정되어 활용될 수 있으며 주차장 안전개선을 위한 기반으로 작용할 수 있다.
Abstract
Crime is frequently occurred in parking facilities in South Korea. Especially, violent crimes such as murder or sexual assaults against women in parking facilities have become a serious problem. Thus, it is necessary to raise safety of parking facilities. We have developed a checklist for certification of parking facilities in the context of crime prevention by considering the cases of domestic and overseas such as the case of Park Mark certification in the UK applying the CPTED technique in the parking facilities and reflecting the field survey results in South Korea. The field of evaluation consists of management and operation, surveillance, access control, territoriality, activity support, legibility, safety facilities, and various add point items. In the case of point by item, the key points for parking safety were graded highly and the differential score by qualitative evaluation was applied. In addition, basic principles for certification of excellent parking facilities were suggested, including operating a rating system to certify the best-excellent to facilitate efforts for facilities improvement, not giving the certification mark to facilities if the parking lot law is violated, applying the evaluation items or points according to the local situation flexibly. Also, applying add point items strictly as possible was recommended. The evaluation criteria developed in this study can be modified and utilized in various ways considering the regional characteristics and can serve as a basis for the safety of parking facilities.
