자치경찰의 주요인사 경호 방안에 관한 연구: 도널드 트럼프 경호실패 사례를 중심으로

국내외를 막론하고 주요 정치인에 대한 테러행위가 빈발하는 가운데 2024년 7월 13일에 트럼프 미국 전 대통령이 펜실베이니아에서 유세연설 도중 총격을 당하는 사건이 벌어졌다. 그는 무사했지만 민간인 1명이 사망하고 2명이 중상을 입는 피해가 발생했다. 한국에서도 이념적 갈등이 팽배해지고 정치적 대립도 극단화되고 있다. 이러한 충돌은 대립에 그치지 않고 반대파에 대한 물리적 가해로 이어지고 있는데 2024년 1월에 발생한 이재명 더불어민주당 대표에 대한 흉기피습을 비롯하여 다수의 유사사건이 최근에 들어 빈발하고 있다. 사회적으로 이른바 정치혐오가 만연한 상황이고 주요 인사들에 대한 효과적 경호임무 수행의 중요성이 커지고 있다. 본 연구에서는 주요인사에 대한 경호사무 개선방안을 주로 자치경찰의 역할에 초점을 맞추어 전개하였다. 도입 4년차를 맞고 있는 자치경찰제는 지역에 특화된 치안사무를 수행할 수 있다는 점에서 강점이 크고 주요 행사 시 경호에도 효과적으로 기능할 수 있지만 개선이 필요한 부분이 적지 않다. 경찰법에 자치경찰의 경호업무를 명시하는 한편 이원화 자치경찰제도의 신속 도입도 필요하다. 또한 유관기관인 대통령경호처와의 협업관계 구축 등을 통해 국내 자치경찰의 경호업무 수행의 효과성을 보다 제고할 수 있을 것으로 기대된다.
Abstract
Amid the frequent terrorist attacks against major politicians both domestically and internationally, on July 13, 2024, former USA President Donald J Trump was shot during a campaign speech in Pennsylvania. He was unharmed but one civilian killed, two were injured. In korea, ideological conflicts are intensifying and These conflicts between people lead to physical attacks on opposition figures. In reality, the leader of the Democratic Party of korea Jae-myung LEE, was injured by stabbing attack during campaign tour in January 2024. Political aversion is widespread in society, and the role of securing key figures is becoming more important. In this study about improving security services, we focused mainly on the role of Autonomous Police. Autonomous police has great strengths in that it can perform security affairs specialized for the region and can also function effectively in providing security during main events, but there are many areas needs to be improved. It is necessary to specify the security duties of Autonomous Police in the Police Act, and adopting dual autonomous police system is also urgent issue. In addition, it is expected that the effectiveness of the security duties of domestic autonomous police can be further improved by establishing a cooperative relationship with the Presidential Security Service, a related organization.
