유럽과 동북아 안보에 미친 한국전쟁의 영향: 냉전의 평화와 갈등의 비대칭 구도 정립

1947년 3월 트루먼 독트린으로 시작된 냉전의 공식화는 지역적 안보 특성을 희석시켜 나가면서 체제 차원에 걸쳐 국가안보 패러다임의 적실성을 부각시켜 나갔다. 따라서 적어도 1962년 10월 쿠바 미사일 위기를 기점으로 냉전의 부분집합으로서 데탕트의 맹아적 모습이 나타나기 전까지 유럽과 동북아의 안보 상황은 대체적으로 동일한 성격을 유지하였기 때문에 전통적 안보개념에 입각하여 양 지역의 안보상황 및 성격을 설명하는 데 큰 무리가 없었다. 그러나 1962년 쿠바 미사일 위기를 계기로 서서히 등장하여 1972년 5월 미국과 소련의 모스크바 정상회담 이후 본격적으로 분출되기 시작한 데탕트의 기운은 유럽과 동북아 안보상황 및 그 성격의 차이점을 서서히 부각시켜 나갔고, 결과적으로 1989년 베를린 장벽, 1990년 10월 독일 통일, 그리고 1991년 소연방의 해체 등으로 상징되는 냉전 종식은 유럽과 동북아의 안보 구조 및 안보성격의 상이함을 여지없이 드러냈다. 특히, 냉전 종식 이후 유럽의 안보구조가 국제안보 패러다임 및 로크적(Lockean) 무정부 상태를 보여 왔다면, 동북아 안보 구조 및 그 성격은 많은 변화를 보이고 있음에도 불구하고 여전히 국가안보 패러다임과 홉스적(Hobbesian) 무정부 상태의 적실성을 담보해 내고 있다. 초창기 동일한 안보성격을 갖고 출발한 유럽과 동북아의 안보 지형이 왜 데탕트와 냉전 종식을 계기로 뚜렷하게 상호 대비되는 양상으로 전개되었는가? 냉전 초기 체제 수준의 영향력이 유럽 및 동북아 안보환경에 비슷한 영향을 미쳤음에도 불구하고 왜 체제 종식의 결과는 양 지역의 안보 성격을 판이하게 바꿔놓았는가? 물론, 냉전 종식 이후 양 지역의 이러한 안보성격의 차이는 분석 수준에 따라 다양한 설명이 가능할 것이며, 또한 여러 각도에서 관련된 주요 변수들을 다양하게 제시할 수 있을 것이다. 이와 관련하여 필자는 냉전 종식 이후 판이하게 대비되는 유럽과 동북아 안보환경의 차이는 역설적으로 냉전 초기에 그 뿌리를 두고 있으며, 특히 한국전쟁이 유럽과 동북아 안보구조와 그 성격을 형성하는데 중요한 분기점이 되었다고 생각한다. 그러므로 필자는 체제 차원에서 형성·가시화되는 초창기 냉전의 공고화 과정에서 발생한 한국전쟁은 유럽과 동북아 안보지형에 직·간접적인 영향을 미쳤다는 사실보다는 한국전쟁이 양 지역의 안보 지형의 형성·발전에 하나의 구조적 분기점을 제공했다는 점이 중요하다고 판단한다. 즉, 한국전쟁 이후 유럽에서는 상호 대칭적인 다자동맹의 탄생으로 역설적으로 냉전의 평화가 구조화 될 수 있는 안보지형이 형성되었다면, 동북아에서는 한반도 정전체제의 수립과 쌍무적 동맹구조의 정립으로 냉전의 갈등이 지속될 수 있는 안보지형이 형성되었다는 점을 강조하고자 한다.
Abstract
The purpose of this study is to explain conclusively the differences between European and Northeast Asian security order after the Cold War. To explain these differences, this study takes the Korean War as a decisive and independent variable. Therefore, this article analyses the relevant historical and political events and actors' behaviors in order to assess the impact of Korean War on European and Northeast Asian security. As a point of departure, this article describes European and Northeast Asian security environments including Korean peninsula before the outbreak of the Korean War. And then this article describes two regional changing security postures in and after the Korean War. So, this article asserts that the Korean War has formed the structural watershed of two regional security order. The European security has evolved toward the peaceful structure of the Cold War on the basis of multilateral security institutions as like NATO and WTO after the war. In contrast, the Northeast Asian security has sustained the conflict structure of the Cold War on the basis of bilateral alliances and has not constructed and developed multilateral security institutions until the end of the Cold War and now.
