대학통폐합 정책의 효과적인 집행을 위한 시론적 연구 : 정책대상집단의 인식구조 분석을 중심으로

본 연구는 최근 지역사회의 갈등 이슈로 부각되고 있는 대학통폐합 문제의 관련 이해집단에 대한 인식구조 분석을 통해 보다 적실성 있는 현장 중심의 갈등관리전략을 탐색하고자 하였다. 이러한 연구목적 아래 통합과정을 경험한 대학구성원들의 통합문제에 대한 인식적 특징과 함께 집단 간 차이점을 프레임 분석을 통해 확인하고 이를 바탕으로 학내 구성원들의 내면적 수용도를 제고할 수 있는 통합추진과정의 재설계 방향을 도출하였다. 그 결과 통합의 추진 주체는 흡수되는 대학의 교명 유지를 전제로 학생집단과의 반복적인 만남을 통해 통합에 따른 이익과 손실 및 그에 따른 보완책을 설득력 있게 제시해야 하지만 교수집단에 대해서는 대학통합의 미래 비전을 우선적으로 제시하고 핵심 이슈에 대해 동일한 문제의식을 수렴할 수 있도록 자율적인 논의의 장을 마련하는 등 대상집단에 따라 차별화된 대응전략을 구사해야 함을 알 수 있었다. 이렇게 각 이해집단의 인식적 특징에 상응하는 대응전략의 실행이 장차 통합을 추진하는 대학 간 화학적 통합과 해당 지역사회의 발전이 이루어지는 단초가 되기를 기대한다.
Abstract
Recently, university unification causes discord in the local community. In response, this research seeks a more practical, appropriate conflict management strategy by analyzing the recognition structure of the related interest groups. Under the purpose, the research first identifies the recognition difference among the related interest groups to the matter of university unification, and then based on the result, the research suggests a direction of restructuring university unification process that would promote the unification receptivity by the components of the university. This research concluded that the university should use differentiated strategy to the disparate interest groups. While the university should persuade the student by presenting the costs and benefits of the unification persuasively and convince them that the university would not change its name, the university should persuade the professor group by presenting the future vision of the unification first, and then arrange a field for free discussion so that the members could develop common awareness regarding the main issues of the unification. I expect this execution of corresponding strategy of the disparate interest groups could be a starting point to the chemical integration of the universities and lead to the development of the corresponding local community.
