日韓社会ケアサービスの比較検討—障害者運動と自治体財政の視点から

本稿の目的は、日本と韓国における社会ケアサービス制度の比較を行い、その今後の発展の方向性と課題について、考察することである。その際、特に注目する視点として障害者運動と自治体財政の視点を導入する。第1章では、社会ケアサービスの定義を行う。第2章では、日韓の高齢者・障害者の社会ケアサービスの制度の概略を紹介する。第3章では、日本における障害者運動の自治体財政への影響を紹介し、制度の特性と国／地方自治体の財源負担割合が、歪になっていること、また自治体が訴訟リスクを負っていることを述べた。第4章では、公共政策としての社会ケアサービスの分類を行い、共通した特性を持つ日韓の社会ケアサービスと、異なった特性を持つイギリスの制度を紹介し、今後の両国の社会ケアサービスの発展可能性を検討した。以上の検討の結果、本稿では社会ケアサービスの財源として社会保険形式では不適切であるという結論に至った。社会保険方式では重度障害者のようなケアニーズの大きな人々の生活を支えることが困難だからである。よって本稿では、公費による直接給付制度と制度利用の権限イニシアチブを利用者側に多く持たせる方法を提言した。
Abstract
The purpose of this thesis is to compare social care services between Japan and Korea and discuss their future development and challenges, especially focusing on disability movement and local government finance. In chapter 1, social care services are defined. Then an overall picture of social care services for the disabled and the elderly people in Japan and Korea are introduced in chapter 2. In chapter 3, the impacts of disability movement in Japan on local government finance are viewed, which reveals that local government is at risk of lawsuit as well as the rule of fiscal share weighs on local government’s funding. Lastly in chapter 4, social care services as social policy are examined by 4 indexes. This points out that social care services in Japan and Korea have many features in common, different from the ones in the UK and leads to the discussion on the future development of social care services in Japan and Korea. In conclusion, speculation of this paper indicates that expansion of social insurance as the financial resource for social care services is not advisable because it cannot support the living of the people with large care needs, such as severely disabled people. It recommends direct payments at public expense that allow users to have more initiatives.
