preparation stage of the legislation, the legislative support organization should be expanded and strengthened to support the legislative activities of local council members. In addition, unlike the executive branch, legislators' legislative proposals do not have a preliminary review stage. Therefore, the establishment of a preliminary review phase should be considered to improve the completeness of the legislative bill and the approval rate at plenary session. Also, it is necessary to encourage the gathering opinions of the residents through the debates. In the preparation stage of the legislation, if the legislative drafts are made by enlarging the participation of external experts and gathering the opinions of stakeholders, the deliberation process of the legislation will reduce the conflict and the controversy. Second, the pre-announcement of legislation should be strengthened at the proposal stage. First of all, the pre-announcement of legislation should be obligatory through amendment of the Local Autonomy Law and objects of pre-announcement of legislation should be extended through the amendment of the meeting rules of local councils. Third, in the deliberation and processing stage, it is necessary to eliminate the legislative examination procedure based on the passing, to enhance the rationality of the legislative process by ensuring sufficient time for the legislator to review the contents of the legislation. In addition, gathering opinions should be activated in the deliberation process, and examination of system and wording should be strengthened in order to improve the completeness of legislation.
