이 연구는 경기도민 20,000명을 대상으로 조사한 설문데이터를 토대로 지역의 재난관리 인식이 삶의 질에 미치는영향에 있어 학력과 지역유형의 조절효과를 분석하고자 하였다. 주요 분석결과는 다음과 같다. 첫째, 일반적으로 살의질에 강한 영향을 미칠 것이라 확신되는 주요 변수(소득, 거주지 만족, 일자리 만족, 출퇴근 시간, 이웃과의 관계)들을통제변수로 설정하였을 때, 재난관리 인식은 삶의 질에 통계적으로 유의미한 정(+)적 영향을 미치는 것으로 나타났다. 또한 재난관리 인식과 삶의 질의 긍정적 관계는 도시지역에 비해 군 지역에서 더 크게 나타나는 것으로 확인되었다. 분석결과를 토대로, 국민안전처가 주관하는 ‘지방자치단체 재난관리 평가’의 측정지표에 지역주민의 안전관리 인식도를 추가할 필요가 있다는 점을 제안하였다. 그리고 군지역의 살의 질을 향상시키는데 있어, 거점 의료기관의 실효적 운영이 필요함을 강조하였다.
Abstract
As of today, enjoying a happy life is a central concern for all of us including Koreans. It is therefore a remarkable trend that the main emphasis of governmental policies implemented by both central and local levels, which used to be achieving economic growth and increasing GDP, is to offer better lives. So the imminent question for local governments is that how to substantially improve the quality of life of their residents. To answer this question, it is undoubtedly necessary for us not just to define the notion of quality of life but also to measure it properly. Accordingly, this study aims to discuss an issue of measuring the level of quality of life and to illustrate a concrete procedure of actualization through conducting a survey. As a case, it mainly focuses on the Quality of Life Survey for the residents of Gyeonggi Province, directed by Gyeonggi Research Institute. The first wave was conducted in 2016 in which its sample size was 20,000 households, some of which agreed to be a panel household that will be repeatedly interviewed later for constructing a longitudinal survey dataset. It was composed of eight categories constituting a person’s quality of life, that is, family, housing, household economy, employment, transportation, environment, community, and well-being.
