Abstract

Panmunjom Declaration for Peace, Prosperity and Unification of the Korean Peninsula, made on April 28, 2018 is quite different from previous ones. By making public that the local government is an actor of inter-Korean exchanges and cooperations, the declaration clearly demonstrates the change in the status of the local government in inter-Korean exchanges and cooperations. The new evaluation of status change of local governments leads to the expectation that the local government should meet the need of qualitative changes in inter-korean exchanges and cooperations to support the peace process on the Korean Peninsula and to play structural role on the Korea peace regime. Changes in South-North exchanges and cooperations that will appear in the peace process on the Korean Peninsula can be conceptualized as decentralization, democratization, and advancement. Decentralization, which strengthens the autonomy of local governments in inter-korean exchanges and cooperations and serves as local administration, is the legal clarification of inter-Korean exchanges. Democratization refers to the participation of citizens in the inter-Korean exchanges and cooperations and the transparency of the exchanges and cooperations. Advancement refers to the evolution of inter-Korean exchanges and cooperation departure from unilateral support to an interdependent form. In order to realize qualitative changes in inter-korean exchanges and cooperations led by local governments, it is necessary to reset the purpose of local government inter-korean exchanges so that independent goals would be set according to the needs of a local government. In terms of structural aspects, it is also required to reestablish the relations with the central government and NGOs and to systematize the process of project selection. In addition, it is important for local governments to develop inter-korean exchanges and cooperations projects linked to the lives of residents. It is expected that qualitative changes would create an ecology of local government interkorean exchanges and cooperations where the products of the exchanges and cooperations link to the markets in North Korea and the benefits of trades go to local residence. Therefore, a circulation could be created.
