이 논문은 우리나라 초등영어 학습자들의 리터러시를 향상시키기 위한 효과적인 영어 읽기 교육 방안이 무엇인지를 고찰하는데 그 목적이 있다. 이를 위해 영어 읽기 지도법에서 핵심 주제가 되어왔던 파닉스 지도법과 총체적 지도법의 논쟁점과 각 지도법의 기본 원리 및 장단점을 검토한 후, 두 접근법의 조화를 꾀하는 균형적인 관점에서 효과적인 읽기 지도 방안을 제안한다. 균형적 접근법은 미국과 한국의 초등학교 교사들에 의해서 지지받고 있는 것으로, 본 논문에서는 다음 세 가지를 초등영어 학습자를 위한 효과적인 읽기 지도법으로 제시한다. 첫째, 스토리텔링 상황 속에서 파닉스 지식과 원리를 지도하는 방법을 활용한다. 둘째, 교사와 학습자가 영어 동시를 포함한 작품들을 함께 읽어 그 의미를 이해하는 과정 속에서 파닉스 기술을 터득하도록 한다. 셋째, 철자가 어떻게 결합되어 단어가 되고, 해당 언어가 어떤 소리로 발음되는지 단어 속의 철자와 소리 관계를 체계적으로 파악하는 단어 활동을 최대한 전개하도록 한다.
