안전의식이 건설업재해에 미치는 실증적 영향분석 : 충북지역을 중심으로

본 연구는 안전의식이 건설업재해에 미치는 실증분석을 다루었다. 특히 산업재해 예방정책과 산업재해사망률에 대한공무원, 사업주와 노동자의 안전의식을 분석했으며, 이 분석결과에 따라 실효적인 산업재해예방정책의 모델을 찾는데그 목적을 두고 있다. 특히 산업재해의 당사자인 공무원과 사업주, 그리고 노동자 등의 안전의식을 분석하여 효과적인정책모델을 제시하는 것이다. 연구결과 다음과 같이 도출되었다. 첫째, 사업주와 노동자는 ‘노동자의 안전의식 결여’가산업재해 발생에 가장 큰 영향을 미치는 것으로 분석되었다. 그리고 공무원들은 사회적인 안전의식 결여를 산업재해의발생 원인으로 인식하고 있다. 또한 사업주는 사업장에서 안전관리시스템의 체계적 운영과 노력이 긴요했으며, 노동자의수준에 맞는 맞춤형 교육시스템 개발이 필요했다. 둘째, 안전문화에 관한 인식변화는 건설사업장만이 아니라 국민의안전보건문화를 정착시켜 노(勞)-사(社)-정(政)으로 이루어지는 안전보건시스템 구축이 시급한 것으로 분석되었다. 셋째, 제도적인 측면에서는 산업재해예방을 위하여 안전보건관리자의 증원과 사업장의 자율안전보건체제 및 사회적인안전보건시스템을 강화시켜야 하는 것으로 분석되었다. 마지막으로 건설업의 산업재해 감소와 안전한 작업환경을조성하기 위해서는 높은 안전의식이 필요하고, 보다 체계적이고 지속적인 안전교육과 노동자의 수준에 맞는 안전교육프로그램의 개발이 필요한 것으로 분석되었다.
Abstract
This study deals with the empirical analysis of safety consciousness on construction industry accidents. In particular, the safety consciousness of public officials, employers and workers on industrial accident prevention policy and industrial accident mortality rate was analyzed, and the purpose of this analysis is to find an effective model of industrial accident prevention policy. In addition, it is to analyze the safety consciousness of public officials, employers, workers who are parties of industrial accidents and to present on effective policy model. According to the results of this study, the followings are drawn: First, the lack of safety awareness of workers in employers and workers was analyzed to have the greatest impact on the occurrence of industrial accidents. And public officials recognize lack of social safety consciousness as the cause of industrial accidents. In addition, the employers had a strong need for systematic operations and efforts of the safety management system at the workplace, and it was necessary to develop a customized education system that meets the level of workers. Second, the change of awareness of safety culture was analyzed as urgent to establish a safety and health system consisting of tripartite(workers-employerspublic officials) by establishing the safety and health culture of the people as well as construction sites. Third, in the institutional aspect, the increase of safety and health managers, the autonomous safety and health system of the workplace and the social safety and health system should be strengthened to prevent industrial accidents. Lastly, it is necessary to have a high safety consciousness in order to reduce industrial accidents and create a safe working environment in the construction industry, and it is to necessary to develop a more system and continuous safety education program that is suitable for the level of workers.
