주제분석을 통한 콜렉티브 임팩트 사업 추진과정 검토 : 발전적 평가 접근

본 연구의 목적은 지역사회 문제해결을 위해 부산사회복지공동모금회가 2019년 8월부터 시범사업으로 실시한 콜렉티브 임팩트(Collecive Impact) 사업의 1차년도 사업 추진과정을 참여자 역량 변화 측면에서 검토하는 것이다. 이를 위해발전적 평가(developmental evaluation)를 적용하여 참여자의 환경변화 대응 노력과 역량변화를 분석하였다. 발전적 평가 관점에서 주제 분석한 결과 총 4개의 상위범주(외부환경변화 적응, 환류 활성화, 참여방식의 다양화, 역량강화 경험의확산)와 11개의 하위주제가 도출되었다. 참여자는 새로운 환경변화에 긍정적이고 적극적인 태도로 대응하였다. 사업환경을 재해석하여 공동의제를 수정하였으며, 환경변화를 반영하여 중추조직을 재구성하고 사업내용을 재조정하기도 했다. 기관 내 의사결정권자가 중추조직회의에 참여한 것은 합의한 사안에 대한 집행력과 추진력 확보를 가능하게 하였다. 참여 기관이 제기한 이슈가 주요 정책결정자에게 새로운 의제로 대두되고 현실적인 제도 개선 사안으로 변화하는 모습도보여주었으며, 이러한 과정에서 지역 여론을 환기하였다. 참여기관의 변화된 모습과 역량은 지역 내 복지생태계 변화를촉발할 수 있는 지역사회 혁신가의 역할 가능성을 보여주었다고 본다.
Abstract
The purpose of this study is to review the project implementation process and activities of the first year of the Collective Impact (CI) Program 2021-2024 sponsored by the Community Chest of Busan from the developmental evaluation perspective. The review is focused on evaluating how the CI consortiums have responded and adapted to changing environmental conditions and how they have made efforts to enhancing their capacity and attitudes related with community agendas and community change. We interviewed 10 focused consortium members who participated in the CI programs. The collected data was analyzed through the thematic analysis method. Four main themes and 11 sub-themes emerged. The results of the thematic analysis show us that the consortium members worked well to adapt themselves to unexpected new conditions such as the COVID-19 pandemic. They also worked together to redesign the backbone organization as well as their activities through communicating and consulting with other members on their issues and programs. We found that they gradually changed their attitudes on the local communities and local social agendas. They have become more willing to interact with other heterogenous local institutions. The analysis tells us that their views about local communities have been expanding and other members of local communities, such as the Busan local council and a press agency, have also begun to respond to the CI agendas. These findings will be helpful for the continuation and expansion of the Busan Collective Impact Program, 2021-2024.
