이 논문은 외치를 통사적으로 걸러지는 현상으로 보았던 기존의 연구들과 달리 외치가 의미적인 제약을 받는다고 주장하면서 두 가지 의미적 설명을 제안한다. 첫째, 본 논문은 강한 양화사(strong quantifiers)는 외치될 수 없고 약한 양화사(weak quantifiers)만이 외치될 수 있다는 기존의 잘 알려진 사실을 강한 양화사는 의미적으로 비대칭적이며 약한 양화사는 의미적으로 대칭적이기 때문에 나타나는 현상으로 설명한다. 둘째, 이 논문은 약한 양화사라 하더라도 중간에 끼어드는 요소가 양태부사(manner adverbs)이면 외치될 수 없다는 기존의 관찰을 또한 의미적으로 설명한다. 이 두 번째 설명을 위해서 본 논문은 Andersson (2005)이 양태부사는 청자를 양태의 활성지역에 안내한다는 주장을 활용한다. 즉, 원칙적으로 수식어구와 피수식어구는 근본적으로 하나의 응집성 있는 단위를 이루어야 한다. 그러나 간혹 이러한 원칙이 유연하게 적용되어 수식어구와 피수식어구가 문장 안에서 서로 떨어진 두 조각으로 분리되기도 한다. 하지만 이러한 완화된 원리가 적용되더라도 의미적 해석 과정에 너무 큰 무리가 가는 구조는 허용될 수가 없다.
