동아시아 3국의 통신서비스기업의 상대적 효율성 분석

초록

본 연구에서는 각 국가들의 통신사업자의 효율성을 분석하여 통신자유화 성과를 판단해 보고자 한다. 이를 위해 본 연구는 자료포락분석(Data Envelop Analysis, DEA)기법을 적용하여 측정하고, 각 사업자간 효율성 수준을 비교하였다. 연구결과, 이들 세 모델 모두 시장경쟁을 활성화하면서 효율성이 증가하고 있음을 보여 주었다. 그러나 이들 모델을 분석하면서, 반드시 민간기업간의 경쟁모델이 효율성을 높이는 것은 아니라는 것을 알 수 있었다.

Abstract

In this study, we attempt to evaluate the liberalization efforts in South Korea, China and Taiwan by assessing the efficiency of telecom operators in these three East Asian countries. The efficiency of telecom companies is measured through a data envelop analysis(DEA). This study differs from existing DEA studies in that it pays greater attention to the evolution of telecom companies over time. The results of this study, however, demonstrate that the improvement in efficiency is not necessarily proportional to the degree of privatization. The level of efficiency proved to be higher in Taiwan than in South Korea, with its wholly private-sector driven telecom market.
