본 연구에서는 Malmquist 생산성변화지수와 구성요소 분해에 의거하여 20개 국가에 대하여 1991년∼1996년 기간동안 전기통신산업의 생산성변화를 계측하였다.생산성변화와 분해에 있어서 회선수, 국내전화 호수, 국제전화 분수를 산출물로, 종업원수, 자본재총저량, 자본재의 평균연수를 투입물로 설정한 경우와 회선수, 국내전화 호수, 국제전화 분수를 산출물로, 종업원수, 자본재총저량을 투입물로 설정한 경우를 별도로 분석하였다. 투입물에 자본재의 평균연수를 고려하는가의 여부에 따라 한국 전기통신산업의 생산성변화의 연도별 추이에 차이가 있지만, 공통적으로 1995년∼1996년을 제외한 나머지 기간에는 생산성이 향상된 것으로 나타났고, 전자의 경우 1991년부터 1996년의 분석기간 동안 연평균 생산성향상률은 약 7.1%로 계측된 반면 후자의 경우 연평균 생산성향상률은 약 11.0%로 계측되었다. 전자와 후자의 경우 모두 분석의 마지막 기간인 1995년∼1996년에는 생산성퇴보의 현상을 보이고 있으며, 이는 국가간 전기통신산업의 경쟁이 점증적으로 심화되고 이로 인하여 상대적인 경쟁력에 있어 큰 변화가 일어나고 있음을 시사하고 있다.
Abstract
We make an inter-country comparison of productivity changes in telecommunications industry by applying Malmquist index of productivity change and its decomposition to an ITU data set composed of 20 countries over the period of 1991 to 1996.We experiment with two different specifications. The first one considers the number of main lines, the number of domestic calls, and the minutes of international calls as multiple outputs and the number of employees, gross capital stock, and its average vintage as multiple inputs. The second one removes the average vintage of the gross capital stock from the set of multiple inputs.Even though the year-to-year temporal movement of productivity changes in Korean telecommunications industry differs between the two specifications, overall we observe productivity improvement of 7.1% per annum in the first specification and 11.0% per annum in the second specification. In both specifications we observe slight productivity decline in the last period (1995∼1996) of analysis, suggesting increasing and intensifying international competition in the industry over time.
