평생학습도시 사업의 성패에 따른 자치단체장의 리더십 분석

본 연구는 최근 지방자치정부에서 많은 관심을 가지고 있는 평생학습도시정책의 성패요인을 지방자치단체장의 리더십의 차원에서 밝혀보려는 것이다. 지방자치단체장의 리더십이 지방자치성공의 핵심변수이며 특히 평생학습도시 정책은 중앙정부의 주도하에 지방자치단체는 집행을 담당하기 때문에 자치단체장의 리더십은 매우 중요하다. 본 연구는 중앙정부의 평생학습도시 평가에 의해 상위평가를 받은 도시와 하위평가를 받은 도시의 자치단체장의 리더십을 분석하여, “우리나라 평생학습도시사업에서는 어떤 자치단체장의 리더십 유형이 가장 효과적인가?”에 대한 문제제기를 하여 실증적 연구를 하였다. 결론적으로 평생학습도시 사업의 성공을 위한 단체장의 전체적인 경향은 정치적으로 강하고 관리면에서는 다소 약한 면을 보인다. 평생학습도시사업의 성공적인 집행을 위해서는 정치적인 역량 뿐 만 아니라 관리적인 측면을 더욱 보완하여 active-positive 형의 리더십을 발휘해야 할 것이다.
Abstract
This study aims to analyze the factor for success or failure of lifelong learning policy on a basis of leadership. What matters the most is the leadership of a local government head. This study concentrates on ‘what type of leadership is the most effective one for our country’s lifelong learning policy.’ It shows that most local government heads are politically strong and administratively week. In conclusion, they should use ‘active-positive’ type leadership by improving not only political calibre but also administrative aspect to proceed successfully.
