노인장기요양보험 도입 이후 베이비부머들의 친밀감 요소가 부양책임에 미치는 영향에 관한 연구

본 연구는 베이비부머(1955년~1963년생)의 노부모와의 친밀감이 가족과 국가에 의한 부양책임에 어떠한 영향을 미치는지를 알고자 수행되었다. Bengtson & Roberts(1991)이 제시한 연대의식(solidarity) 모델을 채택하여 이 중에서 교류적(associational) 및 애정적(affectional) 요소를 친밀감(intimacy) 개념을 구성하는데 사용하였다. 교류적(associational) 친밀감은 상호관계에 있어서 전화 연락(telephone call)이나 만남(seeing)을 취하는지의 빈번성으로, 애정적(affectional) 친밀감은 노부모와 어느 정도 만족하는 지의 긍정적 감정(felt satisfaction)으로 조작화하였다. 통계청의 사회조사(Social Survey)에서 베이비부머들의 노인장기요양보험이 실시된 2008년 자료(5,004명)와 2010년(3,698명)자료를 토대로 하였다. 가족과 국가의 공동책임이라고 응답한 대상자가 2008년과 2010년 사이에 48.3%에서 52%로 늘어났다. 이변량분석을 위해 카이자승법, t-검증을 사용하였고, 다변량분석으로 부양책임(가족책임 vs. 가족과 국가의 공동책임)을 종속변인으로 하여 로짓모델(Logit Model)으로 검증하였다. 분석대상변인은 설명변인으로서 노부모 친밀감요소(노부모와 전화통화, 만남 및 노부모 만족)와 통제변인으로 사회인구학적 요소, 건강관련 변인, 가족관계 변인을 투입 하였다. 다변량 분석 결과 연대의식의 하위영역으로서 노부모와의 친밀감 요소는 부분적인 관련성이 있었다. 즉, 노부모와 전화통화와 만남이 빈번할수록 공동책임보다는 가족책임으로 인식하였다. 그러나, 노부모와의 만족도는 관련성이 없었다. 장기요양보험 도입이후 노인돌봄의 사회화 의식이 높아졌고 세대 간 이해관계(generational stake)가 요구되는 시점이다. 노부모와 친밀감 요소가 가족책임(노인 스스로 및 가족 구성원)과 연관성이 있다는 연구 결과는 국가 책임을 양립하되, 가족 기능을 보강하는 것이 예산차원에서 바람직하며 이에 따른 프로그램과 정책적 제언을 제시하였다.
Abstract
The purpose of this paper is to examine a difference in baby-boomers' locus of filial responsibility (over two year period between 2008 and 2010) after the introduction of the long-term care insurance, and determine whether intimacy factors with their aged parents are related to the locus of filial responsibility. Adopted from the solidarity model suggested by Bengtson & Roberts(1991), both associational and affectional solidarities were used to conceptualized the intimacy factor. The concept of associational intimacy subfactor was indexed by the frequency of making a phone call and seeing each other, and the concept of affectional intimacy subfactor was indexed by satisfaction toward their aged parents. It was hypothesized that those making frequent phone calls, seeing each other often, and having a higher parental satisfaction tended to prefer family responsibility. Data are used from the Social Survey conducted by Statistics Korea in the years 2008(n=5,004) and 2010(n=3,698). Over the two period, those answered shared care responsibility is increased from 48.3%(in the year of 2008) to 52%(in the year of 2010). Hypotheses were partially supported; that is, those frequently making a phone call and seeing eath other tended to indicate filial responsibility as a family one. The most consistently significant findings across two logit models were gender, education, and place of residence. Being men, having higher education, living in a city were more likely to prefer shared care(family and society) responsibility. An increased attitude change toward both family and society responsibility foretells that the generational stake will be increasingly higher as the baby-boomers started retiring in 2010. This result may be related to a series of 'socialized elder care' policies that are mainly spurred by the aftermath of both low fertility and mortality. The long-term care insurance program, started in July 2008, its intention of alleviating the social and economic burden of the frail elderly, marked a watershed in formalizing 'socialized elder care'. Considering the fact that increases in both medical costs for the elderly and the national retirement pension will intensify the generational claims in the near future, well-balanced policies and programs for empathizing family responsibilities along with government-initiated ones were suggested.
